Dubai – UAE, Nov 18, 2017: The Dubai International Holy Quran Award (DIHQA) has marked its 63th Quran edition of its 16-year-old Quran program for Punitive & Correctional Institutions in Dubai.
The pioneering scheme was instructed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai in 2002.
A variety of jail term cuts have yet been issued in favour of 2,950 inmates, excluding murder crimes, owing to this pioneering programme, which has significantly helped correct the behaviour of so many prisoners, and enlighten them about the merciful teachings of the holy Quran.
H.E. Ibrahim Mohamed Bu Melha, Adviser to the Ruler of Dubai for Cultural and Humanitarian Affairs and Head of DIHQA Organising Committee, paid tributes to the kind gesture of H.H the Ruler of Dubai towards those inmates.
“The programme has offered Dubai inmates a precious opportunity to start anew, be good citizens, behave well, and make good use of their time during their jail terms, and thereafter.”
Official records show that over 2,950 inmates have been thoroughly pardoned or have had their imprisonment commuted thanks to the programme launched in 2002, he disclosed.
“Apart from the full pardon and release decrees, up to 981 decisions have been issued to reduce the jail terms for six months, along with 1,006 for commuting the same for one year, 626 for five years, 208 for 10 years, and 51 for 20 years.”
The programme saw the participation of 365 inmates in its first edition during which four decisions were issued to reduce their jail terms, he stated. “These are compared to 110 decisions for 550 inmates in the second edition.”
The 3rd edition, attracting 451 inmates, witnessed the reduction of 120 terms, in comparison to 238 decisions for the 458 inmates in the 4th edition, 181 for 268 in the 5th, 111 for 156 in the 6th, 135 for 156 in the 7th, and 135 for 175 in the 8th, H.E. Bu Melha elaborated.
“Those are compared to 166 decisions for 214 inmates in the 9th edition against 242 for 298 in the 10th, 275 for 365 in the 11th, 217 for 276 in the 12th, 257 for 304 in the 13th, 238 for 324 in the 14th, 280 for 372 in the 15th, and 269 jail-term-cut decisions for 314 inmates in the 16th edition this year.”
Brigadier Ali Mohammed Al Shamali, Director, Dubai Punitive & Correctional Institutions (DPCI), said he was so thrilled to honour the inmate Quran memorisers as part of the programme, a key branch of DIHQA.
He thanked H.E. Ibrahim Mohamed Bu Melha, Adviser to the Ruler of Dubai for Cultural and Humanitarian Affairs and Head of DIHQA Organising Committee, and all members of the Award, DPCI supervisors, Public Prosecution - the programme strategic partner, and the prominent Quran teachers.
The concluding ceremony, held at the DPCI headquarters in Al Aweer area, saw the presence of Major-General Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief of the Dubai Police for Criminal Investigation.
Also present were Attorney General Ismail Melih, Ahmed Al Zahid, Member of DIHQA Organizing Committee, Mohammed Al Hammadi, Head of Administrative Affairs and IT Unit- DIHQA, programme supervisors, and the inmates who, along with the supervisors and teachers, were honoured.
H.E. Bu Melha had, meanwhile, ordered cash prizes and certificates of appreciation for all the inmates who memorised the Quran in full. Jail-term-cut decisions have also been issued in their favour. The ceremony saw the conversion of a female inmate who memorised the Quran in full, and is to fly out of the country within few days.
